Envision 2050 is Lake County’s Long Range Transportation Plan (LRTP), a comprehensive roadmap for future transportation priorities and policies over the next 25 years. This plan will ensure that our transportation network supports sustainable growth, enhances quality of life, and evolves to meet the needs of all who live, work, and travel in Lake County.
A Long-Range Transportation Plan (LRTP) is a state required strategic document that guides transportation investments and policy decisions for a 20–25-year planning horizon. You can think of it as a comprehensive blueprint that helps the county make smart and coordinated decisions about transportation.

Many state and federal transportation grants require communities to demonstrate that projects align with an adopted long-range plan.
The LRTP process involves an extensive analysis of current transportation conditions while projecting future growth patterns, traffic, and travel demands. This will help to not only fix today’s issues but build a transportation system that will serve Lake County for decades to come.
Before planning for the future, we must understand where we are today. The comprehensive analysis of Lake County’s existing transportation system reveals strengths to build upon and challenges to address.
Transportation infrastructure is one of our community’s largest and longest-lasting investments. Roads, trails, and sidewalks built today will serve Lake County for the next 50 years or longer. It’s also important to understand that major projects can take decades from initial planning to completion. That’s why we are planning 25 years ahead.
State regulations require counties to develop and update a 20 year Long Range Transportation Plan.
According to Illinois law (605 ILCS 5/5-301), counties with more than 185,000 people must create and update a 20-year transportation plan to guide how they use motor fuel tax money. The plan must include estimates of future funding, a list of planned road projects, and details about road maintenance and improvements. It also needs to show where current roads are, where future roads might go, and how much traffic is expected over the next 20 years. The plan must include design standards for different traffic levels and list major projects expected in the next five years. - Source: Illinois Highway Code: (605 ILCS 5/5-301) (from Ch. 121, par. 5-301)
Lake County’s transportation planning builds on other transportation studies conducted by the Division of Transportation.
Once the Long Range Transportation Plan is adopted, recommended projects don’t just sit on a shelf – they become the foundation for real improvement.
Envision 2050 will recommend a diverse range of projects that are designed to address current deficiencies while planning for the future. The projects are categorized based on several criteria: Safety, Condition & Preservation, Non-Motorized, Transit, Expansion and Mobility
Envision 2050 will outline realistic funding opportunities and implementation strategies.
The Long Range Transportation Process is just beginning, and in the coming months, we will be working on data analysis, public engagement and decision-making to build the final plan.
